Purpose Statement The job of Associate Superintendent - Human Resources and District Services is done for the purpose/s of managing the overall delivery of the human resources programs and district services departments; providing information and serving as a resource to others; achieving defined objectives by planning, evaluating, developing, implementing and maintaining services in compliance with established guidelines; and serving as an integral member of the senior leadership team.
This job is distinguished from similar jobs by the following characteristics:
Administers oversight and responsibility for the Business Services department, Food/Warehouse Services department, Human Resources services department, IT services department, Maintenance services department, and Transportation services department.
This job reports to the Superintendent of Schools Essential Functions Administers a wide variety of complex federal, state, and local compliance and labor codes/regulations for the purpose of ensuring compliance with all regulatory requirements.
Assists the Superintendent, serving as a member of the Superintendent's Cabinet (e.
g.
attends meetings of the Trustees, presents items to the School Board, serves as a resource at School Board and Board Committee meetings, etc.
) for the purpose of providing guidance, analysis, assistance, and support in the decision-making process as well as preparing reports, recommendations, and correspondence.
Attends and facilitates meetings, workshops, seminars, etc.
and actively participates in them as well (e.
g.
personnel actions, financial procedures, regulatory requirements, actions involving outside agencies, inter-district needs, etc.
) for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a District representative.
Collaborates with a wide variety of internal and external groups (e.
g.
department heads, auditors, community organizations, regulatory agencies, etc.
) for the purpose of implementing program components, creating long and short-term plans, and addressing organizational objectives.
Compiles data from internal and external sources for the purpose of analyzing issues, ensuring compliance with policies and procedures, and/or monitoring program components.
Designs, implements and monitors School Board and/or Superintendent assigned large scale projects across divisions/districts on a quarterly basis for the purpose of completing needed school improvements in a timely manner to fulfil the strategic plan.
Develops staffing and compensation models for the purpose of meeting district staffing requirements while complying with regulatory requirements.
Develops a wide variety of documents and presentation materials, independently and/or through delegation to other personnel (e.
g.
plans, proposals, policies, budgets, grant opportunities, procedures, forms, etc.
) for the purpose of implementing and maintaining services and/or programs.
Directs, implements and coordinates NCSD environmental health and safety programs for the purpose of mitigating risk and ensuring the safety, health, and welfare of students, staff, and patrons.
Maintains strict (or complete) confidentiality on personnel and student issues (e.
g.
personnel records, medical records, surveillance videos and images, student data, confidential communication, etc.
) for the purpose of protecting personal information for staff and students.
Manages division services, departments, processes, budgets, hiring, infrastructure planning, capital construction, maintenance operations, custodial services, warehouses, transportation, food services, athletic activities, and/or human resources services for the purpose of coordinating, maintaining, monitoring, and evaluating all methods, processes, budgets, procedures, and legal compliance for alignment with the strategic plan and better coordination between departments/divisions.
Manages the development and implementation of division goals, objectives, policies, and priorities for each assigned service area as well as establishing within District policy the appropriate service and staffing levels for the purpose of appropriately allocating resources.
Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures for the purpose of assessing work load and internal reporting relationships, identifying opportunities for improvement and directing the implementation of changes.
Monitors assigned programs and/or department activities for the purpose of ensuring that performance objectives are met within budget and in compliance with established operational practices.
Negotiates contracts and agreements (e.
g.
bargaining groups, employee interest groups, etc.
) for the purpose of achieving outcomes consistent with the district's long and short-range goals.
Participates as a member or facilitator in meetings, workshops and seminars that frequently involve a range of issues (e.
g.
labor relations, goals attainment, problem resolution, personnel and staffing, etc.
) for the purpose of conveying and/or gathering information required to perform functions.
Performs a wide variety of personnel functions (e.
g.
recruiting, interviewing, evaluating, supervising, etc.
) for the purpose of maintaining adequate staffing, enhancing personnel productivity and achieving objectives within budget.
Presents information on a wide variety of topics for the purpose of conveying information, gaining feedback and/or making recommendations regarding district services.
Recommends solutions to a wide variety of complex issues for the purpose of addressing the Human Resource and District Service needs of the district.
Recruits candidates for administrative, classified and certified job openings for the purpose of filling vacant positions within the district.
Represents HR and District Services to other District departments, divisions, schools, elected officials, and outside agencies with discretion relevant to controversial, sensitive, or controversial issues for the purpose of explaining and interpreting the role of HR and District Services to all interested parties.
Researches a wide variety of topics related to employment and labor law for the purpose of ensuring compliance with regulatory requirements and established guidelines; securing information for planning; and/or responding to requests.
Researches and reviews a wide variety of topics (e.
g.
HR and business policies, current practices, staffing requirements, financial resources, trends in relevant technology, etc.
) for the purpose of developing new programs/services, ensuring program compliance with established requirements, securing general information and/or responding to requests.
Responds to issues involving staff, conflicts in policies and regulations, community concerns, parental requests that may result in some negative impact and/or liability if not appropriately addressed for the purpose of identifying the relevant issues.
Responds to a wide variety of inquiries from internal and external sources for the purpose of identifying relevant issues and recommending or implementing action plans.
Selects trains, and evaluates department and school personnel in HR and other District Service areas for the purpose of providing training, working with employees to correct deficiencies, engaging in performance appraisals, implementing discipline and termination procedures, and motivating employees.
Serves as District Title IX Coordinator for the purpose of compliance.
Supports the Superintendent, Board, and department administrators for the purpose of developing and implementing services and programs and achieving operational goals.
Other Functions Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
Experience:
Five years of management and administrative experience Human Resource experience in K-12 public education is desired Training:
Master's Degree in Education, Human Resources or a Management-related field from an accredited college or university License or Certificate:
Ability to acquire appropriate Wyoming Credentials Senior Professional Human Resource (SPHR) certificate desired Possession of, or ability to obtain, an appropriate, valid driver's license Job Type:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
