Metro Animal Services Employment Contract Incumbent is responsible for overseeing the activities and operations relating to animal shelter and care initiatives.
REPORTING STRUCTURE:
Receives general supervision from Police Captain.
Typical Class Essential Duties 1.
Exercises direct supervision over Metro Animal Services to include:
authorizing time off, approving payroll and hiring; prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.

Develops and maintains a collaborative relationship with Animal Protection services in furtherance of overall animal welfare issues, the City of Casper's related priorities and expectations, and the efficient operations of the City's animal welfare needs.
3.
Coordinates the organization, staffing, and operational activities for Metro Animal Services including humane animal care, admissions, adoptions, and euthanasia.

Participates in the development and implementation of goals, objectives, policies, and priorities for Metro Animal Services; identifies resource needs; recommends and implements policies and procedures.
Sets objectives and procedures for work group(s) within the division.
5.
Prepares, recommends, and manages the division budget; approves and controls expenditures.
6.
Coordinates departmental activities and priorities with other City departments and external agencies; attends meetings to receive and convey information.
7.
Prepares operational and statistical reports.
8.
Serves as a liaison for Metro Animal Services with other City departments, divisions, and outside agencies; negotiates and resolves significant and controversial issues.
9.
Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to Metro Animal Services programs, policies, and procedures as appropriate.
10.
Develops cooperative partnerships with animal rescue groups to assist in placing adoptable animals from the shelter; may lead fundraising efforts.
11.
Educates the public on responsible pet ownership, as well as City/County animal regulations and laws; develops, oversees, and maintains an effective external communications and marketing program which facilitates public compliance with animal protection ordinances, effective adoption processes, responsible pet ownership, and general animal welfare issues.
12.
Keeps current on new trends and best practices related to animal shelters and animal adoptions.
13.
Responds to and resolves citizen concerns and complaints.
14.
Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.
15.
Performs other duties of a similar nature or level.

Training, Experience & Certifications EDUCATION and EXPERIENCE High school diploma or equivalent (G.

) required.
Minimum of three years of increasingly responsible experience in animal services and welfare.
Minimum of two years of experience working as a supervisor.
Five years supervisory experience preferred.
Bachelor's Degree in business administration, animal science, law enforcement or a closely related field preferred or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below.
LICENSING and CERTIFICATIONS Licensing Requirements:
Possession of, or ability to obtain, certification as a Euthanasia Technician for the State of Wyoming, within 6 months of hire.
Possession, or ability to obtain, an Essential Animal Services Training (EAST) certification or National Animal Control Association (NACA) certification, within 6 months of hire.

Estimated Salary: $20 to $28 per hour based on qualifications.
